Annulment action against Decree 1175 of 2016, which creates the role of peace manager or peace promoter

Decree 1175 of 2016, which regulates Article 61 of Law 975 of 2005, created the role of peace manager or promoter, extending the suspension of arrest warrants and criminal proceedings, which violates the principles of legality and of the reservation of statute. Accordingly, the provision exceeds the regulatory power by modifying the scope of the law. In addition, the rule compromises victims' rights to truth, justice and reparation.
