Council of State orders the national Government to implement the National Early Warning System to prevent sexual violence against children and adolescents

The Council of State ordered the national Government to comply with Law 2137 of 2021 and to determine the mechanism through which the National Early Warning System will operate and be implemented, after finding that for four years the responsible entities — including the ICBF and several ministries — had failed to establish how it would be put into operation. The absence of the system has left thousands of children and adolescents at risk of sexual violence without an effective prevention tool. The ICBF reported that more than 160,000 cases of sexual violence — the leading cause — entered the protection system in 2024.
