The Council of State admits lawsuit against Ministry of Foreign Affairs resolution eliminating language proficiency requirements for ambassadors
06/02/2026
The courts admitted an annulment action filed by the Foundation for the Rule of Law against Resolution 10142 of 2025 of the Ministry of Foreign Affairs, which amended the entity's job description manual and eliminated the requirement to speak English or another language for the position of Ambassador Extraordinary and Plenipotentiary. The lawsuit argues that the change lowers the essential technical standards and competencies of the foreign service, affects the professional fitness of the diplomatic corps, and may contravene superior norms governing the diplomatic career.
