El art\u00edculo 39 de la Constituci\u00f3n Pol\u00edtica establece expresamente que &#8220;los trabajadores y empleadores tienen derecho a constituir sindicatos o asociaciones, sin intervenci\u00f3n del Estado&#8221;.
