Popular action for public security in the department of Bolívar

The popular action is grounded in the grave omission of the national Government in guaranteeing the collective rights to peace, public security, administrative morality, and the enjoyment of public space in the department of Bolívar. This inaction has facilitated the strengthening of illegal armed groups, causing increased violence, forced displacement, threats to the population, and attacks against the Security Forces. Despite repeated alerts from national and international bodies, the State's response has been passive and insufficient.
