Decree 1147 of 2024, which regulates aspects related to Peasant Reserve Zones (ZRC), disregards the rules governing forest land and the conservation of natural resources, as well as the competencies over land-use designation expressly assigned to municipal councils. This decree disregards the separation of powers, the autonomy of territorial entities, and the principles of coordination, concurrence, and subsidiarity.
