The Council of State admits lawsuit against circular conditioning the sale of rural properties on prior authorization from the ANT

The courts admitted the annulment action against Circular 184 of 2025 of the Superintendency of Notary and Registration, which conditions the conveyancing of rural properties in agrarian reform zones on a prior ruling from the National Land Agency. The proceedings will define the limits of the powers of administrative authorities to impose restrictions on the exercise of the right to property that are not provided for by law.
